The Animal Care Program
operates under the Office of
Vice President for Graduate Studies and Research. The
Provost (Dr. William Free) is the Institutional
Official.
To fulfill the requirement
of Animal Welfare Act 9CFR parts 1, 2 and 3, Institutional
official is legally responsible to meet budgetary needs of the
animal research facility according to the standards mandated
by Act . PHS Policy 2.1.1 mandates sustained and visible
support from Institutional Official is ABSOLUTELY ESSENTIAL in
establishing and maintaining a high quality animal care and
use program. A high priority for animal care and use
requirements on the Part of Institutional Official can result
in direct benefits in terms of resource availability as needed
in many critically important indirect benefits, for example a
rapid response to facility by Facility Engineers.
The Director of the Animal Care program (ACP),
Dr. Hashmi has the principal administrative responsibility for
the University of Toledo's animal care and use activities, and
provides direction for all aspects of laboratory animal care
including policy development, needs assessment, long range
facilities planning, and compliance with Federal, State and
University animal related regulations. The Director provides
professional direction and guidance for all laboratory animal
related activities for the University and directs veterinary
and husbandry programs through the Attending Veterinarian. The
Attending Veterinarian (AV) administers the Program of
Veterinary Care (PVC) in compliance with the Animal Welfare
Act (AWA) and Public Health Services (PHS) policy for the
humane care and use of laboratory animals.
